    Moscow
  JOB VACANCY NOTICE  PROGRAMME OFFICER  
  The European Commission’s Directorate General for Humanitarian Aid (ECHO), is the European Commission’s service responsible for humanitarian assistance to third countries through NGOs, UN agencies & international organisations to civilian population affected by disaster both natural and manmade.
  The office based in Moscow requires a Programme Officer. The candidate should fulfil following criteria :
  1. Holding a higher degree in relevant field (preferably in social or political science, development studies)
  2. Native Russian speaker with an excellent command of both written and spoken English
  3. Good knowledge of Programme Cycle Management (PCM) or experience in project management
  4. Demonstrate 5 years relevant professional experience in development and/or humanitarian aid sector/INGOs/NGOs 
  5. Good knowledge of the situation in Chechnya  
  The programme officer will carry out activities such as:
    
   Situation assessments   
   Analysis of partners proposals   
   Independent monitoring, evaluation and assessment of projects   
   Undertake field monitoring missions   
   Actively participate in meetings    
   Liaise with partners, local authorities and institutions
