Position:               Financial Manager IBPP Project
Department:             Finance

Salary Band:            30000 rub per month

POSITION SUMMARY

The main role is to fulfil the financial management and reporting
requirements of the IBPP project 'Networking for
De-Institutionalisation' - overall budget 500,000 EURO over 2 years.
The position is a member of the EveryChild project management team
consisting of Project Manager (based in SPb), Moscow Coordinator and
Network Secretary. The post holder also works with Regional Project
Coordinators, with the Chief Accountant SPb  Overseas Finance Officer;
project Partners Early Intervention Institute, EveryChild Sverdlovsk
and Our Family, as well as official Russian bodies.

MAIN RESPONSIBILITIES AND TASKS
1.      Work closely with the Project Manager to manage and account
        for the project budget to EveryChild SPb and EveryChild London
        according to internal (EveryChild) and donor requirements in a
        timely manner.
2.      Liaise effectively with project partners to ensure that their
        financial reporting is timely and accurate and that
        partnership relations are maintained in a positive manner.
3.      Raise the positive public profile of the organization ensuring
        a high reputation and image amongst key stakeholders,
        including government and civil society partners.
4.      Provide monthly, quarterly and annual management accounts to
        the project management team to ensure that financial decisions
        can be made on the basis of accurate and up-to-date
        information.
5.      Manage all project finances - income from a number of donors
        and expenditure by a number of partners in various sites
        across Russia.
6.      Liaise between regions and partners to ensure all financial
        reporting requirements are met across all the regions where
        the project is incurring expenditure.
7.      Manage and supervise the finance and book-keeping team to
        ensure effective financial and administration systems, in
        accordance with the authorized financial policy and procedures
        for EvC Moscow and bookkeeping legislation of the RF.
8.      Analyze deviations from budget and inform the Project Manager
        and budget holders about possible problem areas, making
        relevant recommendations.
9.      Interact with Chief Accountant SPb and Overseas Finance
        Officer, other donors and partners to keep them informed about
        project financial developments as required.
10.     Responsible for financial accounting within the Moscow office.
11.     Responsible for accurate and timely transferring of tax and
        duties for federal, regional and local budgets, insurance
        payments to public off-budget social funds, payments to
        banking institutions.
12.     Responsible for accurate and timely salary accounting and
        expenditures of wage-fund according to the list of members of
        staff delegated to the project and responsible for observance
        of financial and cash discipline.
13.     Account for the safety of book-keeping records, paper-work and
        paper transfer to archives in accordance with established
        procedure.
14.     Responsible for arranging for an external annual audit and
        implementing the recommendations.
15.     Responsible for negotiating contracts for the rent and
        purchase of office equipment and ensure the prompt payment of
        bills and  invoices.
16.     Oversee the production and filing of legal documents.
17.     Responsible for the security and safety of EvC Moscow premises
        and assets including the required insurance.
18.     Network with the bank regarding bank transfers and bank
        accounts to ensure EveryChild is given the best services in
        all areas.

PERSON SPECIFICATION

Essential
Qualifications
"       A recognised qualification in accountancy or equivalent
"       Moscow or Moscow Region registration

Experience and Skills
"       At least 5 years of work experience as a Chief Accountant
        preferably within NGOs
"       Experience of managing at least one multi-donor funded grant
        programme
"       Experience in working with accounting packages, preferably 1S
"       Experience in preparation, implementation and review of
        financial procedures
"       Experience in the management, preparation and monitoring of
        organizational budgets
"       Sound knowledge of local financial and legal laws
"       Skilled in operating a range of IT and accountancy packages
"       Deals effectively with complex difficulties requiring a
        significant level of judgment and assessment of information
"       Takes initiative and is proactive in developing new work
        opportunities and encourages the same in others. Manages and 
directs
        own work with little supervision.
"       Accurately presents, analyses and summarizes qualitative and
        qualitative information

Desirable
"       Experience in managing funds from a range of donors including
        EU.  Previous experience in managing an EU funded project a
        considerable asset.
"       Experience in advising on the optimal use of resources to
        ensure impact and quality of the organization's work
"       Able to work in financial issues in English.

Position:               Energy Efficiency Business Advisor
Project:                Russia Sustainable Energy Finance Program

The Organization:
The International Finance Corporation (IFC), a member of the World
Bank Group, supports economic growth by promoting private sector
investment in its developing member countries through long-term
financing and advisory services.  IFC executes a major donor-funded
technical assistance program to the private sector in Eastern Europe,
Central Asia and the Caucasus. The objectives of the program are to
promote direct investment in the private sector, to build local
businesses and financial intermediaries, and to help improve the
business enabling environment.

The Program:
The Russia Sustainable Energy Finance Program is a 5-year program
launched in November 2005 by the International Finance Corporation to
stimulate investment in energy efficiency projects by supporting
financial institutions in building an energy efficiency finance
business. The Program consists of three parts: advisory services,
investment, and activities to improve the investment environment for
energy efficiency and renewable energy.

Position Available:
Energy Efficiency Business Advisor based in Moscow, reporting directly
to the Project Manager

Responsibilities:
"       Build and manage relationships with senior management, branch
        managers and credit officers of partner financial institutions;
"       Advise partner FIs on strategy in energy efficiency finance
        and develop new financial product(s) and/or new project 
structures
        based on the needs of the market and partner FIs;
"       Provide operational support in implementing the EE strategy
        and product and engage  program staff or external consultants 
to
        perform related tasks;
"       Support the program team in development of training materials
        and other relevant reference materials attuned to the financial
        institutions' needs;
"       Evaluate energy efficiency investments
"       Assist the Project Manager in fulfilling reporting
        requirements;
"       Represent the program in seminars and conferences (in banks,
        industry fairs, thematic seminars);
"       Maintain contacts with relevant stakeholders: vendors, project
        developers, business associations etc;
"       Contribute to corporate knowledge base and share effective
        approaches with team members and other IFC units;
"       Perform other duties as required.

Qualifications:
"       Degree in business, finance, or related field, and 5 years of
        business experience, preferably with financial sector. 
Background in
        management consulting is a plus.
"       Strong analytical skills, ability to think strategically and
        rapidly analyze diverse information;
"       Self starter with strong managerial, organizational, and
        problem-solving skills;
"       Ability to communicate clearly and concisely for expert and
        non-expert audiences;
"       Experience of communicating with board level management;
"       Excellent presentation and facilitation skills;
"       Results-oriented approach with demonstrated history of
        accomplishments;
"       Comfortable with dealing with technical issues;
"       Native Russian language, fluent English.
