financial management and reporting<BR>requirements of the IBPP project
'Networking for<BR>De-Institutionalisation' - overall budget 500,000 EURO over 2
years.<BR>The position is a member of the EveryChild project management
team<BR>consisting of Project Manager (based in SPb), <SPAN id=lw_1179483429_5

Coordinator and<BR>Network Secretary. The post holder also works with Regional
Project<BR>Coordinators, with the Chief Accountant SPb Overseas Finance

Sverdlovsk<BR>and Our Family, as well as official Russian bodies.<BR><BR>MAIN
RESPONSIBILITIES AND TASKS<BR>1. Work closely with
the Project Manager to manage and
account<BR> for the project budget to

manner.<BR>2. Liaise effectively with project

financial reporting is timely and accurate and
that<BR> partnership relations are
maintained in a positive manner.<BR>3. Raise the
positive public profile of the organization
ensuring<BR> a high reputation and
image amongst key stakeholders,<BR>
including government and civil society
partners.<BR>4. Provide monthly, quarterly and
annual management accounts to<BR> the
project management team to ensure that financial
decisions<BR> can be made on the basis
of accurate and up-to-date<BR>
information.<BR>5. Manage all project finances -
income from a number of donors<BR> and
expenditure by a number of partners in various
sites<BR> across <SPAN

Liaise between regions and partners to ensure all

ensure effective financial and administration systems,

financial policy and procedures<BR>

Analyze deviations from budget and inform the Project
Manager<BR> and budget holders about

relevant recommendations.<BR>9. Interact with
Chief Accountant SPb and Overseas
Finance<BR> Officer, other donors and
partners to keep them informed
about<BR> project financial
developments as required.<BR>10. Responsible for
financial accounting within the Moscow office.<BR>11.
Responsible for accurate and timely transferring of tax
and<BR> duties for federal, regional
and local budgets, insurance<BR>
payments to public off-budget social funds, payments
to<BR> banking
institutions.<BR>12. Responsible for accurate and timely
salary accounting and<BR> expenditures
of wage-fund according to the list of members
of<BR> staff delegated to the project
and responsible for observance<BR> of
financial and cash discipline.<BR>13. Account for the
safety of book-keeping records, paper-work
and<BR> paper transfer to archives in
accordance with established<BR>
procedure.<BR>14. Responsible for arranging for an
external annual audit and<BR>
implementing the recommendations.<BR>15. Responsible for
negotiating contracts for the rent
and<BR> purchase of office equipment
and ensure the prompt payment of<BR>
bills and invoices.<BR>16. Oversee the production
