Dear colleagues!

It might be interesting for you to exert some influence on current
business environment in Russia by taking part in this research held by the U.S.-Russia Business Counsil.

Truly yours,
Denis Gudym,
Verysell Group
---

Last year, the U.S.-Russia Business Counsil partnered with Monitor Group to conduct a successful survey in Russia benchmarking the quality of the entrepreneurial environment in Russia relative to other key competitor nations. The findings of the survey were presented at the USRBC Annual Meeting last October and generated considerable interest.

In an effort to gauge the competitiveness of Russia ’s business environment and compare it analytically to other key emerging markets, the U.S.-Russia Business Council (USRBC) is again partnering with Monitor Group to gain the input and perspectives of senior decision makers of companies active in Russia regarding the issues, opportunities and challenges in today’s business environment in Russia .

The purposes of the survey are straightforward:

1. To assess and benchmark the current competitiveness of Russia ’s business environment;

2. To identify key strengths and weaknesses, challenges and opportunities for Russia in comparison other selected benchmark nations; and,

3. To promote a thoughtful discussion among USRBC members regarding the implications of the survey’s findings, which will be presented in an aggregate format at the USRBC Annual Meeting in Moscow on October 3, 2005.

The U.S.-Russia Business Council firmly believes that understanding and improving the quality of the business environment in which companies operate is important for ensuring Russia ’s long-term economic success, and the attached survey developed by Monitor Group represents an effort toward that end. We hope that you will support us by taking 15-20 minutes of your time to complete this simple, strictly anonymous survey. (Please use the web link below to directly access the survey in English or Russian).

Again, all respondent names will be kept confidential. We also encourage you to help us identify and pass along this survey to other senior executives.

If you have any questions, please contact Harriet Edmonds at Monitor Group at +44-20-7838-6669 (phone), Harriet_Edmonds at Monitor.com (email); or Kurt Dassel +1-617-252-2741 (phone), Kurt_Dassel at Monitor.com (email).

Thank you in advance for your participation.

With warmest regards,

Eugene K. Lawson
President

Mark B. Fuller
