Pericles will give a 3000 ruble discount on the course for any AIBEc students who join. The course starts this Saturday and runs October 4, 11 and 18, from 10:00 until 14:00. I?m planning an interesting course with lots of guest speakers and practical information. It?s designed mainly for lawyers, but also suitable for compliance people and others just generally interested in how the economic sanctions work. Full attendance is required to get a certificate but there is no paper or exam. The course readings are available on a course website, although I understand that with a credit no-credit class not everyone will be doing the readings, and I?ll try to make sure the course is comprehensible without them. We will start by covering sanctions history, theory, and regulatory bases for sanctions. Then we?ll get into the specifics of the current economic sanctions against Russia, as imposed by the US, the EU and other countries. You?ll learn about the blocking sanctions that prevent all transactions with specific individuals and companies. In the first class a lawyer from Debevoise is coming to speak about the infamous US ?50% rule? and how to determine what transactions are subject to sanctions, or best avoided even if not subject to sanctions. I?m also bringing in Maya Lester via Skype from London, who is one of the world?s experts on sanctions and one of the few attorneys world wide who has successfully litigated to get people off the sanctions list in Europe. On the 11th I?m planning to bring in international law firm partners to talk about the new sectoral sanctions regime with financial restrictions on certain banks and entities and how they affect particular transactions both in the US and Europe. We?ll explore how to apply for licenses (ie exceptions) and clarifications. And on the final class day we?ll discuss export controls and I?ll try to bring the Expert Control Officer from the U.S. Embassy to discuss these also. Finally I?m hoping to end the class with someone discussing the in-house counsel and industry view of sanctions, and the future of the Russian economy under best and worst case sanctions scenarios.
