> My name is Jamie Kosmar, and I am the Program Manager for the Edmund S.
Muskie Program at the International Research and Exchanges Board (IREX).
This fall IREX is administering the Edmund S. Muskie Graduate Fellowship
Program for specialists with higher education.  I am not sure if you are
familiar with this program, but it offers the opportunity for citizens and
current residents of 12 Eurasian countries to study at a Masters level in an
American University.
> The program provides full financial backing for participants interested in
studying in one of eleven different areas: Business, Economics, Education,
Environment Resource Management, International Relations, Journalism and
Mass Communications, Law, Library and Information Science, Public
Administration, Public Health and Public Policy.
> During the program, fellows will be enrolled in fulltime academic
coursework for up to two years, create and implement a project that benefits
the local community during the first academic year and take part in
internships related to their academic coursework.  The fellowship is fully
funded and provides J-1 Visa Support, round-trip airfare from fellow's home
city in Eurasia to host institution in the United States, monthly stipend,
accident and sickness insurance, tuition and mandatory university fees,
limited allowance for books, pre-academic English language training (if
necessary) and a wide variety of alumni networking and training
opportunities
> Participants are chosen through an open, merit-based competition.  The
conditions of the competition and application forms can be found on our site
at www.irex.ru/program/muskie.  The deadline for the program is 5:00 pm,
October 31, 2005.

program.  This flyer is an announcement for the program.  If possible, I was
wondering if you could post the flyer either on an announcement board or on
your website, or if possible, send it out to your listserv, if you have one.
