  A deputy project manager is needed for participation in the =
international project (civil service reform) with the western consulting =
company.A profile of the manager:- should have worked at the federal =
level in the administration, with minimum 5 years of service in =
administrative reform (otdel kadrov, and so forth); but at the present =
time, no longer be a civil servant
  - should have experience with projects financed by foreign donors =
(preferably the EU, but world bank, usaid, bilateral aid and so forth)
  - speak one foreign language (english first, others OK)
  - interested and availabe for the full length of the project: 3 years =
(june 2004 - june 2007).
